# Round 21 disposition

Input: revision 27, SHA-256 `d658fd713b319c9f17600ae29edc410366dbebcc31af937b4eed48bfadec3128`.

K3 completed a clean full-plan review. GLM completed the recovery scope cleanly. Opus completed with two findings. All processes exited zero with nonempty reports and normal final output.

## Opus F1: live witness-fault ordering

Accepted. Revision 28 defines a typed durable intent with prepared, anchored and finalized phases. Restrictive effects apply immediately in the live process; permissive effects and replay-sensitive control side effects wait for durable anchoring. Recognized restrictive-ahead intents roll forward automatically after restart. Ambiguous writes reconcile by operation ID before retry.

Pending local enforcement and durable completion are distinct statuses. The text explicitly avoids claiming that a never-completed operation survives whole-backup restoration. Unknown or conflicting intents remain real recovery failures. No new user step is introduced.

## Opus F2: starting-state submission behavior

Accepted. An authenticated, submission-bound Mac authority starting response may confirm no admission. It uses the same bounded wait, cancellation, stdin/PTY preservation, fresh submission and GUI recapture rules as Update installing. Generic health hints, timeouts and lost acknowledgments never prove no admission. Caller deadline exhaustion has a distinct status, and UI age/expiry remain unchanged.

Acceptance cases cover live witness faults, interrupted intents and both new retry paths. The migration ceremony remains an unresolved user-choice gate.
