# Round 20 disposition

Input: revision 26, SHA-256 `e109308dc3797d91e317eed647c6e29d05ba80f49e280b03135dd8edcc56516d`.

K3 completed a clean full-plan review. Opus completed with one availability finding. GLM reached its output limit without a final report; it is not counted as clean. The next GLM pass narrows to the changed audit/recovery text and relevant cross-section context, retaining exact unchanged prior coverage.

## Opus F1: pre-login witness access and transient faults

Accepted. Revision 27 requires the witness to be readable and writable in the root/daemon context before GUI login and while locked. A mechanism requiring an Aqua session fails the gate; the user must be consulted before any such change.

Transient witness or storage faults enter a visible retryable starting state with closed admission and automatic bounded-backoff retry. A timeout alone is not rollback evidence and cannot trigger administrator recovery. Cancellation and unconsumed input are preserved. Tests cover SSH approval at the login window and a transient first-start witness failure.

The correction preserves the existing remote UX. Migration interaction remains pending user choice; no answer or approval is inferred.
